the best one you can afford,do not buy a cheap one.
turn to http://adorama.com, you can search for a tripod, by bulk, height and how much solidity the tripod can handle. Bogen Manfrotto and Slik are 2 I own used and like vastly much. Budget-wise...resourcefully, the best tripod is one that you actually enjoy with you to use. I've see people buy robust tripods that are inexpensive, but because they are too heavy to take, they don't get used.

Personally, I also prefer a ball-head, but you may similar to a panhead instead.

I personally use and recommend two tripods:
1) a hurricane lantern one for travel and carrying around
2) a heaver one for bigger lenses and more sturdiness.

The light one I recommend is the Velbon Ultra Luxi-SF, see here on the manufacturer's page:
http://www.velbon-tripod.com/ultra_maxi....

It's light and small adequate to take on an airplane, folds to lower than 14", will hold about 5 lbs (i.e. effortlessly will take an EOS 400D near standard lens), and gets in the region of 48" in increase. This tripod is sturdy, and it's perfect for leave travel or hiking where freight is a concern. It won't be as stable as a bigger heavier tripod, but you'll actually transport it with you.

Expect to spend around $100-120 for this tripod.

For the 2) heavier tripod, I similar to the Bogen/Manfrotto 190 carbon fiber series. Expect to spend about $350 for a CF tripod near a ball pave the way.

If you want the best at any cost, look for a Gitzo. But you'll really pay for it.
The best tripods are made by Manfrotto and Gitzo. Choose one specifically made out of carbon fiber... they are very wispy and sturdy. You can buy the head and the legs seperately and work that into your budget. They can be pricey, but are a virtuous investment... if you can't afford it, start saving!

DO NOT GET ONE THAT IS MADE OF ALLUMINUM! They are feathery, but can easily blow over!
Any tripod will work. Make sure you get a set of tripod legs that are strong plenty to hold your equipment, but also light satisfactory to carry around. Carbon fiber is other a plus when picking a tripod but not a necessity (I still have aluminum legs.) You will want a pious ball director for your tripod and be sure not to get delayed in gimmick like the pistol grip to be precise sold by Manfrotto (Although I have to acknowledge that it is mondo cool to use and nice to quickly adjust the camera and take it level.)

If you do not want to invest contained by legs and a ballhead, then in that are some good option at big box stores for somewhere between $50-$100 USD. They are not as convenient, but many are sturdy ample to hold a EF 400mm f/2.8.

I am pretty sure you will find an option to be precise suitable and at the price you want. The sky is the limit for a tripod and you will hold options to purchase for as much money as you are predisposed to drop. A good set of legs and a well-mannered head are an investment that will end many years. My aluminum legs are 30 years outmoded and still work just great.

Good Luck.
