Fujifilm F series have apposite flash range contained by compact camera (around 6 meters comparing to 3 meters by Canon or nikon compact cameras)...
Under 150$ you can get Fujifilm F20 while around 200$ you can win Fujifilm F40fd.
Buy a 35mm camera and an external flash. Old SLRs are often small plenty to fit inside pockets, it you have pretty large ones, durable, because they're already 30 years ancient and with an external flash you find as powerful a flash as you want. Also, if you're taking pictures contained by the dark you also probably want a honest tripod. Though I can't suggest anything specifically, I will utter that most of the slim cameras have horrible flash field. I've owned several Sony, Canon, and Nikon models, and they all suffer from equal handicap: distance from the lens to the flash-source. I would suggest that you decide what's more essential to you in your price extent: flash or portability. I'm currently using a Canon SD1000, which you can find for about $190 online. It's slim, and it still works after I've dropped it several times. And the battery-operated life is great: at lowest 300 shots per charge.
