28mm is not all-embracing enough on 40D since it have 1.6x crop factor. You call for to decide what type of photograpy you will do most commonly.
I have not search on the prices of these various sets, but I am betting the 3rd set is the costliest. That is because both lens hold Image Stabilization. You have to ask yourself if you really want that or not. It will help if you plan on doing lots of dim wispy photos without flash.

I would budge with the first set. The 17-70 2.8-4.5 is moderately in a hurry and the Macro ability on both lenses can come contained by handy.
I would not go near the 2nd set as you would soon be buying another lens for wide angle coverage.
