What's the diff between an open out and closed circuit camera?

A closed circuit TV camera is a camera which transmits to only a controlled set of monitors. This is typically a campus environment or security surveillance system explicitly not broadcast (or "open", I guess).

I am not aware of the terms, "Open and Closed Circuit camera". Closed circuit means the video signal go through a wire. Open circuit would tight-fisted it's wireless. Closed circuit is more reliable and secure, but wireless is easier to install within some cases.
