Go to control panel > add/delete programs. Delete the program for the camera. Plug the camera in and turn it on. The brand new hardware wizard should guide you through. Or, you could just permit it see the camera as an external drive and not load the software.
Have you turned on the camera while connected to your computer?

Try using the join hardware wizard. Did you install the EOS utility program that comes next to the Canon cameras? If you did and it's causing this problem, after it might be because you are putting the camera onto the USBcord before you put the USB cord to the computer. This can effect some issues, I have notice, so you always want to attach the USB cord to the computer back you attach the cord to the camera.

At the very lowest possible, I would also recommend checking out your Start menu programs for your Canon Utilities and opening the EOS Utility program manually to see if it will permit you upload that way.
