Im usually fair and slightly suntanned but seem to be more of a caramel brown colour when i enjoy a photo took of me with a standard every sunshine flash digital camera. why is this?

Most cameras do not produce "true" color as you see it near your eyes. It happens near all colors, not basically skin tones, but you may be noticing more next to your skin tone because you know it so well. Many digital cameras come next to software you can use to make color corrections.
It's the auto white balance contained by the camera that's adjusting the colors (skin tone) To what it think it should be. As well as how the subject is lit.

Shooting outdoors using flash fill can bring some changes contained by apparent skin tone depending upon the skill of the photographer. What may be taking place is that the image is anyone slightly underexposed or the white balance is not set properly
Have a friend that uses a 35mm SLR or DSLR shoot you contained by open shade (no flash) next to the white balance corrected of shade or indoors using studio style lighting and next see how your skin looks.
