Answers:
First talk to your instructor.
Most predictable they will recommend you buy a nice Nikon or Canon 35mm SLR with a lens.
For around $200 or smaller amount, you can find such cameras on craigslist in a city implicit you if you live in the US
That said, a rushed look in Manila, didn't come up next to much.

Look for a used Nikon "N" or "F" series 35mm SLR with a lens from around 24-85mm or any used Canon EOS SLR next to the same length lens and you should enjoy what you need to complete your classes within photography
but NIKON From your question, I recognize you are in Quiapo, Manila. That would be determined the budget is in Philippine pesos, correct?
Use some prudence and leniency and talk beside the instructor first. You will most likely know how to gain some insight from the instructor that will assist you in making your result. Being a class at school, you will plausible have some time to find a camera after the first class rendezvous. I would also recommend using a film camera base on your budget. It will cost less and embezzle great pictures.
Well if 5k is your budget buy a Nikon F6 or a Leica R9. But if you are looking to return with into Digital maybe a more conservative approach may be the process to go.
Look on B&H and or Craigslist for SLR's smaller quantity then 15 years older from Nikon, Canon, and Pentax.
Good luck
Ask the instructor about the requirements since you go out and buy your camera. Some school require 35mm SLR's, others require DSLR's. Here at the Art Institute of CO, we use DSLR's. Most of the students have the Canon Rebel XTi.
5k, you call that a tight budget!?
Holy crap dude.
You hold such a wide series of cameras from Canons to Nikons to Sony and the list go on. If this is your first SLR i would suggest a lower end model because they tend to enjoy better user friendliness to first time users.
With 5k you don't need to be buying a used camera.
Look up some reviews on www.cnet.com and www.engadget.com and you should bring a good belief of whats out there.
