They can hide cameras contained by just nearly anything these days. I own seen ad for spy cams in VCRs, Clocks, stuffed animals, picture frames, even can. I doubt they would be cameras, though. The most effective item for use in a institution would be visibility, making the cameras visible as a deterrent. Using secret cameras in that setting could head to some serious legal issues.
There are so called "spy" cameras mounted surrounded by smoke detectors, heating and cooling registers and other places where on earth a pin hole camera can be mounted.
