Some phones have an alternative called a rejection schedule. It would be under nickname settings if you have this chance. You would simply add the number to the rejection document and the call wouldn't progress through. Actually the caller only goes straight to voice communication.
If you do not have the rejection inventory, then assign a silent ringtone to the character. That way the character calls, you won't hear them calling. You can only ignore the ring up.
You also change your number if you preference to go that far. You also make clear to the person that every nickname is now individual foward to the police. That should hopefully scare them and consequently they would stop!
As for texting, tell entity that every text is presently being forward to the police. That should upset them too. You could also reply to their text proverb "Your message did not go through. Your deed has be blocked. Message 1001" I did this before to someone and they really thought I blocked their number.
