I cant remember who though - try going somewhere resembling Carphone Warehouse. I wouldn't recommend it. Its a lot safer to achieve a pay as you turn for teens. You can get contract phones and set a monthly parameter on it, but the phone companies only dispatch you a text message to the phone when its about to run out.
