In days of prehistoric, our phones had a setting that we could choose that would allow the phone to work on other networks --IF signal from your own/like meet people was not available --roaming/daily access charges be assessed accordingly. If you are a Verizon customer --and you hold no signal...you do not have the odds of using AT&T, etc. Keep in mind however, as you travel and you own signal --this does not mean that you are other using only those towers of your provider. Carriers do partner together to proposition each other's services in their territories.
The only method I am aware of is for emergency calls singular and that is by dialling the emergency number on your mobile which connects to any available lattice. Quite obviously this is really singular suitable if you are in an emergency situation.

Don't see how else it can be done. Josh

Some phones have the fitness in the menu to to select a web. For example, on some Nokia's, it is under tools-settings-network
surrounded by that menu, it will allow you to choose automatic network select and almanac network select. if you choose booklet, the phone will search and account the networks it can see, that is where on earth you can choose the network to connect too.
Keep surrounded by mind, if it sees a gridiron other then ATT, you still might not know how to choose that network. If ATT does not own a roaming agreement with that lattice, even though you manually select it, it will not connect and this will most likely be the overnight case
Another thing to keep hold of in mind, on some ATT phones, the ATT software might not allow the phone to show the other networks
You can make a contribution it a try but if the phone does not automatically switch to the stronger network, your likelihood of forcing the phone manually are slim to none
