Go into settings, System setting then restore PS3 system to reformat the hardrive. The error message probably indicates you either want to reset the DNS data to your IP address etc or modify it so it does not conflict next to a networked computer already online.
If you use a router check the instructions for how to donate a new exchange cards device or alternatively call your ISP or contact Sony for more details. I'm sorry that I do not know much almost PS3 but the internet principals are similar to any other online device.
