It's the compression standard explicitly used. VCD is (essentially) MPG1, while SVCD is MPG2. The only entity that makes a difference between vcd and mpg is that vcd is a more complex navigational structure for video CD's, which include further files. If you change the extension from vcd to mpg, though, it will play on your computer in recent times as any other mpg file will.

Converting mpg1 to mpg2 (or vcd to svcd) will convert the compression algorithm so that it's appropriately larger, but it won't create any talent where none existed back.
