You're talking around a perpetual motion machine, something which does not exist. Machines do not create verve, only convert it. For example, a snake turbine will take the joie de vivre of the wind within order to spin and convert that strength to electric power. If the wind dies down, even if the electric power is diverted posterior to the turbine, it will use up some of that electric power to keep spinning. And the lattice remaining energy will be smaller amount. And it will still take a bit more energy to verbs, so there will be even smaller quantity remaining energy. Eventually at hand will be no energy not here at all and the turbine will stop completely. Yes you could use a wind turbine to convert the wind to electricity that later could power a fan. What you're talking in the order of seems to indicate you believe a regenerative/inductive generator of some type could be started by appendage and then somehow create a positive spirit feedback loop to make the hanger-on 'self-powered.' This would make such a device essentially a perpetual motion device (something theoretically competent to run indefinitely without some external power source (mechanical, electrical or hydraulic). So far not a soul has be able to produce such a device that have a practical application, such as the fan you mention. Lots of particularly smart and ingenious people enjoy tried. Factors such as initial resistance to overcoming inertia, internal friction, air resistance and force conversion inefficiencies (converting electrical energy to power-driven motion) all play a cog in preventing this concept from working.

If this be possible with current technology - here would be no energy problems. With a mount up of such a (theoretical) technology, vehicles could be designed that require no fuel to operate, and power plants could be built that would supply free, unconstrained electricity. But still - sunlight is free.
