To use you PC (not just the monitor to monitor TV, you need a TV tuner board or other "video capture" device. the two ways of doing this are to bring the Audio/Video signal from your cable box into an AV in on the computer, or directly tune those signals from the cable near a tuner (make sure it's capable of those digital signals you're after).
