You can do it next to DVD Xpress.

With DVD Xpress you can transfer your video to your rugged drive and then cut it if you desire. DVD Xpress comes with essential video editing software. I got mine at Sam's for $59.95.

You connect the composite output of your VHS into the DVD Xpress and connect the DVD Xpress to your computer via a USB cable.

You need a device that hooks up to the computer. I do not recall what the one I knew of be called, but I am sure if you do a google investigate you may find it. It can be done only if you transcription the feed from a vcr into your computer. you probably requirement a program for that.
at hand is a video interface you can buy, or you can record it to a direct dvd recorder, and any edit it next to that, or then nouns it on your computer with the disk.
yes burn to a dvd u have to buy a special device for copying vids to dvds though i dunno how expensive though
