I would like a w ay to communicate beside my wife in an emergency where on earth cell phones may not work. Will a portable CB where she can steal out of the trunk and communicate directly with me region widespread (any where surrounded by the bay nouns ?)

What jam the telephone and Cell circuits surrounded by an emergency is too many nation trying to get service. There are probably 100000 CB radios surrounded by the greater SF regions, if everybody that had a CB tried to use it, that would product for so much interference that you wouldn't be able to gossip further than across the street. Ham people are aware of the interference potential and regularly practice methods that exhaust it and enable prioritized messages to catch through.
A CB's scope isn't that great. Power is limited to 4 watts and the signal is artificial by terrain, weather, etc. Expect a range of I don`t know 3 miles. That is, unless you're running an illegal linear amp resembling some people do, and afterwards both of you would have to be running "power" to enjoy a two-way, long-distance talk. Perhaps both of you should attain a HAM license and talk to respectively other that way. Region wide similar to the SF Bay area ¨C No. CBs are a correct way to stay within contact when you are within a few miles but if you are within San Jose and she is in San Ramon or San Rafael later you won¡¯t be able to hear respectively other. You are limited by the legally recognized power of the equipment and the terrain. If you are close then the CBs may work. HAM radios may be better and the license requirements are less in a minute than they were. Also nearby are many HAM operator that are involved in emergency communications. Some enjoy standby power and a heart for service. These folks will try to relay information during a crisis. So if you can¡¯t get your wife directly you might be capable of still get messages relayed between you.
