I was trying to phone a friend surrounded by Sweden, and when i dial it nothing happen and then it say "calls to this destination hold been barred" Does anyone know any motivation for this happening? Thanks.

Sounds approaching your parents have debarred overseas calls.
I doubt it is choose to refuse or anonymous call for rejection. Call 155 the international operator and see if they can dial the number. If it rings you know she have barred you if it does not the number is in a minute spare or there is a scorn. DO NOT let the 155 worker connect you as it is expensive but the assistance is free.
your phone company may not support international calling, or your settings on your information is to block ALL international calls, incoming or outgoing. I would contact your phone company, and asking if international calling is available, if at hand is, ask them to unblock so you can bring in and receive international calls.

Since, you do indeed have international calling, it may be that, for some aim the person within Sweden has blocked you from calling them? you only just made international calls on your queue you claim....
perhaps your international service have been temporarily disabled... some phone companies will put a hat on how high your bill is since they disable certain features such as international, and long distance services. They are the ones stuck near the charges if you do not pay your bill..
check next to the provider that you get your international call billed from... if you are unsure call your local phone provider, and find that information out..
Sweden, does have and advanced telecoms net and my guess it that the person you are calling have a service like BT's choose to rebuff.
When you are calling from her to them, the problem you have is you christen will have be stripped of the CLI, and as such will show as out of area. If they own barred withheld call as an example this will include yours.
Try using a mobile to ring and ensure it's sending it CLI, this should get through.
