If a phone rings and not a soul is nearby to answer it, is it really a phone give the name?

No, it would newly be a missed call. geezzzzzz! I hope not, because I don't want to pay for it!!

The call upon was missed, and so there be no call.
No the call timing ( within India at least ) is measured from the moment the addressee picks it up. But in some places it may be considered. Contact your telecom service provider.
I dont think that it costs money for your cell phone if it hasnt be picked up.
If not a soul is there to answer it, an answer apparatus might get it, afterwards it is a phone call.

It could a computer or other device programmed/used contained by order to construct and/or receive calls.
Why not? The phone is still mortal called.
