This sounds resembling a wiring responsibility between one of the line wires and the "ring" rope. Try changing the modem cable if it can be unplugged from the modem as it may be tattered or the wrong type.
Alternativly, if it only happen when he uses your line and not anywhere else, it's possible you own a minor fault on your phone socket.
