YES you involve to have a phone string to get DSL, as it is a service i.e. provided over telephone wires to capture to your home....
but perhaps you expected to ask, if you need to own phone service, or voice service to get DSL, where on earth in that shield the answer would be no, you can get dry or in your birthday suit DSL, although it will cost more then DSL explicitly bundled with voice service... you may find that it may be cheaper to catch the lowest possible phone service bundled with your DSL afterwards to just go and get the DSL service on its own, even if you never use the phone, or use it only for incoming call...
You don't HAVE to but the company will charge you more if you don't. no.....you don't!! You can get a dry (naked) DSL chain...with AT&T or Verizon...and some others, depending as to be you live!!
AT&T has a special for adjectives new cusomer for 10 dollars a month....check in that website...it's a little intricate to find
at&t does submission "dry loop dsl" (w/o a phone line) in SOME states.... ((not for $10/mo. that be a merger agreement between at&t & bellsouth and is only available for customers beside a phone line, when ordered over the internet at att.com/internet, and beside a 1-yr contract))

The phone companies are suppose to offer "in your birthday suit DSL" but you really have to work to return with it. Contact your local phone or cable tv provider and see what they offer.
But! Be prepare for slow service.
