You can't dial up is restricted to 56k and in most cases is more resembling 45k. For the same price as most dial up you can grasp a much faster basic cable modem or elementary DSL around $20-$25 and either of these will be 10-15 times faster.

Use a V.92 dial-up modem.
V.92 incorporates advanced compression protocols that will speed-up the dial-up process and some downloads, due to the compression algorithms used.
V.92 modems also incorporate the MOH part (Modem on Hold), which allows you to take incoming phone call while surfing (puts surf on hold while talking on phone).
