thats not a doomed to failure thing You probably requirement to go to the billing information slice of your iTunes Store.
Click on EDIT PAYMENT INFORMATION.
Once you do, you'll see all these expenditure options close to Visa, MasteCard, Paypal, etc. The last choice of grant is "NONE".
Check this and you're set. When you go to buy a song, it should buy it from your store credit.
