Just look at the building. Do you see dishes on it? If yes, are they on the side of the building that your apartment is on?
The simplest channel to find out is to make the appointment to install and the installer will recount you... according to FCC regulation, renters cannot deny you any sort of service unless at hand is a reasonable restriction.
One biddable example of a legitimate means of access they can say no is that they don't want you to mount the dish on the building.
Now, say-so the renter allows another tenant to have Dish Network contained by their residence, they can not say no to your DirecTV. That would be creating an nouns where one provider have a monopoly on the service and is illegal.
If the other tenant have cable, however, the renter can still articulate no DirecTV, considering they are technically two different providers (cable vs. satellite).
Ways to get around the "probable denials" as I call them are to any use a tripod mount on a balcony (very common) or to own the installer do a weighted mount (they put bricks or concrete blocks over a flat panel that lays on a flat roof to hold the dish in place).
