I've been thinking in the order of buying a 22" high definition computer monitor and vga cable to play my 360 on. I just now tried playing it on a smallish HD TV and the picture seemed really blurry when i looked from side to side (compared with my matured 28" non HD TV). Would this happen on a computer monitor or would the VGA cable stop it?

It sounds approaching the refresh rate on the "smallish HD TV" might hold been high-ranking and produced the ghosting or motion blur you saw. Even if that is not the issue, I would not ruminate that the VGA cable itself would resolve the problem.
See if you can find specific reviews of the monitor you are looking at for FPS gameplay to see if others have found similar problems resembling the one you are worried about.
A computer monitor is not recommended to play constantly moving similes on. This is due to computer monitors having a different DPI, better for still descriptions.
An alternative would be to buy an actual HDTV, use the VGA of that for your PC or 360 (because TVs have VGAs too) and use the component inputs on the HDTV for your 360. With the VGA cable the picture should be comparatively sharp. You just own to set the Xbox to a screen resolution that is to say as high as your monitor will adopt. It should actually be better than on most HDTVs as the animate rate of most monitors will be quicker than that of most TVs.
Also, you may have have your display settings set incorrectly when you had it hooked up beforehand.
