It does sound as though it is an issue near your HD provider but you did buy a cheap TV so hopefully it is not the TV , but you get what you settle up for when it comes to flat-screen TVs.
Try your Pay-TV provider first and hopefully the problem is at their end.

Your Vizio has top ratings, rate best buy! It may be an issue with Comcast, but it also may be the reality that Vizio TVs do not upconvert non-HD programming as well as other TVs. Even though it is still digital cable, the TV have to convert the 480i signal to the native resolution of your set, which is 1366x768. Roughly 720p. I enjoy also noticed that some non-HD channel just look better than others.
Give Comcast a hail as first, but they may just describe you it is the TV. You could also go to the store where on earth you bought it and have them show you the TV beside an analog signal on it. If it is fuzzy there, than you will know it is purely a characteristic of that dedicated set.
