There is a TV available locally for free that the lady said worked great contained by Germany when she bought it but won't work at all in a minute here in Kansas. She have the adaptor for it. Is there something different going on for how the broadcast is sent out or was something without human intervention just broken surrounded by the move?

As David said and you guessed the broadcast methods are different.
no and the same go for dvd players you have region one and region 2. A TV that worked in Germany will not work here contained by the US, and vice versa. Germany uses the PAL video system. America uses the NTSC system. The TV should "work" here, but the image will probably be adjectives screwed up.
