Assuming the USA...
A cable TV box IS a tuner, it tunes the signals on the cable, and can deliver to the TV. If you win HD service and appropriate equipment from the cable company you can have HDTV.
All TV sets presently (some exceptions) must include a digital tuner. If you are buying one without a tuner it must be elder or is not a TV and only a monitor.
TVs next to a tuner may not tune cable service. And if they do, will not support encrypted programming. You will need the cable box.
Same go for satellite. If you are going to find the cablevision HD box or HD DVR, then you don't necessitate a tuner to get HDTV. You will lose the flexibility of using an antenna, or getting TV directly from cable minus a box, if you don't have tuners. But, if you plan on other using a cable or satellite box, you don't need tuners.
Update
When you win HD service from Cablevision, they will supply you a cable box. The cable hooks to the input, and your TV connects with component cable to the box. The box does the tuning. No TV tuner needed. BTW, I said component cables, because that's what cablevision supplies. You can after that hook-up with HDMI if you want to.
